Dematerialisation platform at the French National Tax Office
I.R.I.S. has installed a dematerialisation platform at the “National Land Registry Documentation Office”, an agency of the french National Tax Office, for the creation of a national digital library of all archived legal cases In France.
individuals or companies can file a claim against the tax authorities - claims which may be referred to the civil or administrative courts. Once the litigation process is concluded, French law requires that the case files be preserved for 10 years.
Over 400,000 case files are currently maintained by the French Central Tax Office, totalling about 25,000,000 pages…
I.R.I.S. has developed a solution that allows the Central Tax Office to “dematerialize” these case files for the first time.
This project of I.R.I.S. France involved the following elements:
2 Kodak i660 production scanners to scan the paper files.
2 IRISPdf™ workstations to recognize and index the case files. Once the files are archived electronically, they can be retrieved with key words and key phrases.
A solution for burning separate DVDs.
An archiving database.
The project had three objectives:
Make the information easy to search and consult
Reduce the cost of archiving and reduce the office surface reserved for the archives in the capital Paris and the provinces
Enhance the security of the archives
The I.R.I.S. solution processes cases files at the rate of 50,000 pages a day, totaling about 7,000,000 pages a year. The con-verted case files are burnt on DVDs and made available to the various departments, which can consult them directly off the DVD and download them to their local network.

Automatic document reading solution at Luz y Fuerza Centro
I.R.I.S. has installed an automatic document reading solution at Luz y Fuerza Centro - the electricity company of Mexico City - to process the meter readings and payment receipts of 4 million users.
Luz y Fuerza Centro has to charge Mexico City’s households for the electricity usage. At the end of each term, approximately 250,000 documents need to be processed per night. There are 7 types of documents that contain a mixture of text, bar codes and pencil-marked check boxes. Before I.R.I.S.’s involvement, the reader/sorters processed documents in a conventional workflow (that was not based on images). As a result, all misread documents were rejected, sorted in a separate tray and entered via the keyboard off the paper documents. Needless to say that this costs a lot of time and money...! I.R.I.S. has installed a single recognition solution that drives the scanners and handles the text recognition (OCR), bar code reading, and “Optical Mark Reading” (OMR). “The I.R.I.S. solution offers numerous benefits Luz y Fuerza Centro: A 40%reduction in the scanning and sorting time A dramatic decrease of the document rejection Keying-from-image increases the operators’ productivity Concurrent capture and correction are now possible The “auto-feeder” mode minimizes the processing time substantially.”

I.R.I.S. introduces paperless files at the “Federation of Socialist Mutual Societies” in Liège and installs an industrial scanning centre on-site
Like the vast majority of Belgian companies, the Liège “Federation of Socialist Mutual Societies” (FMSS) uses both paper files and custom business applications to process the case files.
As part of a comprehensive overhaul of its premises, FMSS decided to do away with paper files to save office space. The alternative is to adopt electronic case files consistently; these offer several benefits - security, accessibility and information sharing.
Aware that an electronic document management application would not be used unless it was well stocked with useful data, FMSS decided to scan thousands of case files from the past.
I.R.I.S. received a dual mission:
- Create an on-site “service bureau” manned by FMSS employees
- Design an electronic document management solution to manage the scanned data and interface with the existing enterprise software.
I.R.I.S. provided the following elements:
- A scanning site with industrial strength: architecture of the premises, installation of scanners and scanning software, defining proper procedures and training of the operators.
- An electronic document management application based on the software I.R.I.S. DocCenter™.
- A hardware architecture for the legal archiving and storage of the scanned case files.
- Execute custom developments that transmit data to the business applications (on the mainframe) and develop a set of high-performance monitoring tools to control the entire chain.
The customer has benefited from considerable office space savings, has done away with bulky paper files, has enhanced online file accessibility (which leads to a better service to its members) and maintains more secure, longer-lasting information thanks to electronic storage (and backup). Overall, 250,000 case files - corresponding to roughly 1,250,000 pages - were processed in a single year!

Not that we worried about I.R.I.S.’s technical know-how, but the reaction of the users who had to adopt new working habits and procedures was a big unknown. In the end, this issue was handled by the I.R.I.S. consultants: one of their objectives was to make sure that the proposed solution got used and accepted by everyone. The coaching, user integration and training provided by I.R.I.S. ensured the success of this project. Today, FMSS is proud to be among the first mutual societies to dispose of modern, computerized file case management and a high-volume scanning centre, which is manned by our staff.”
