What is today a 'legal' electronic archive, the one who let us throw the paper documents away ?
A real universal legal framework doesn't exist today but when we observe what exist already we can pull some trends out of existing norms and frameworks like :
- The 'Proof of Evidence' certified in Belgium in the Social Security sector
- The authorization put in place by the Belgian Ministry of Finance to archive scanned electronic invoices for a period of 7 years
- The french norm 'Z42-013 and the international norm ISO 15489
- The dutch norm 'Remano' for Record Management
All these existing systems are supported by common technologies and constraints. Which of these can already be put in place to gain the most chances to be compliant with the future legal rules ?

“This presentation will show how, at the request of the Health and Consumer Protection Directorate General of the European Commission (DG SANCO), I.R.I.S. Solutions and Experts carried out a project aiming at the dissemination of popularised scientific and legal information about new hygiene and safety regulations in various food production sectors. This information was distributed to small & medium enterprises and to other hygiene and health safety stakeholders in the European Community. In this context, I.R.I.S. wrote, developed and organised interactive content to be made widely available on a Web site and on a DVD. With animated presentation of the final DVD.”

Improving communication about Public Health at European Institutions’ level – Some examples of initiatives and media - (2): Gathering and disseminating health-related information at European level: the Health-EU Portal project

In May 2006, the European Commission - DG Health and Consumer Protection launched Health-EU on the Internet. Health-EU is a Europe-wide public thematic portal, a single point of access to reliable and easy-to-find information on a wide range of health-related issues.

The Portal focuses on 47 health-related topics such as HIV-AIDS, environmental related diseases, eHealth or statistics. It is an entry point to the health policies of the 25 national governments and to the action of the main international and non-governmental organisations. Health-EU keeps citizens, patients, health professionals, stakeholders, policy-makers and administrations informed about news, events, press releases, legislation and publications in the field of public health.

It is the first EU web site available in all EU languages; in order to facilitate its management, the Health-EU Portal has also been the first Commission web site built with a new Web Content Management System. In the scope of this project, I.R.I.S. Solutions & Experts has taken in charge customization of the tool and the gathering, redaction and publication of health-related information. I.R.I.S. is now responsible of the day-to-day management of the Portal.

This session will include a live presentation of the Health-EU Portal on the Internet and will explain the editorial and technical aspects of the project.


EUROCONTROL Content and Document Management Solution
Building a corporate Document Management System as the foundation for further Knowledge Management in an international organisation: the EUROCONTROL case study”

“EUROCONTROL is the European Agency for the Safety of Air Navigation. This civil and military Organisation currently numbers 37 Member States and has as its primary objective the development of a seamless, pan-European Air Traffic Management system. EUROCONTROL develops, coordinates and plans for implementation of short-, medium- and long-term pan-European air traffic management strategies and their associated action plans in a collective effort involving national authorities, air navigation service providers, civil and military airspace users, airports, industry, professional organisations and relevant European institutions.

This presentation will explain how EUROCONTROL implemented the so called « CDMS » (« Content and Document Management Solution »), to cover all the aspects of the document lifecycle in the Agency, from creation to archiving and disposal, including review, approval, release and publication (using collaborative workspaces with external stakeholders and workflow). This comprehensive Solution is now being deployed to the whole Agency staff (between 2.500 and 3.000 users), to allow managing their daily operational and strategic documentation in a consistent and coherent way, to improve knowledge sharing within the Agency and with its stakeholders and to build the basis of a Knowledge Management culture in the Organisation. This presentation will highlight the major factors influencing such a corporate project, from managing and balancing expectations to reducing the fear of change and motivating user’s buy in”.
